I For Change worked with a group of investors on the social impact bond for rough sleepers.
This landmark transaction enabled retail investors to participate in funding solutions for homelessness for the first time, broadening the investor base for social impact bonds beyond institutional players.
About the structure
This Homelessness SIB used a standard social impact bond structure where:
- Investors provide upfront capital to fund service delivery
- A specialist provider delivers housing and support services to rough sleepers
- The Commissioner (Government) pays based on measurable outcomes achieved
- Investors receive returns linked to the outcomes delivered
The investors were happy, receiving both their expected financial return and seeing good progress made across a range of impact metrics.
